Instead of estimating delivery time, which is challenging, as you describe, I've found it helpful to budget features.

Then, the question is no longer 'How long will it take to complete that feature?' but 'How will that feature look after working on it for X weeks?' X is the budget and the acceptable cost you can spend for that feature.

This mindset is not the silver bullet that solves everything, but helps a lot!
